The fragmentation of Colombia´s armed and criminal groups as well as the unpredictability and impact of their alliances is adding a new dimension to the Colombian conflict, is leading to a renewed deterioration of the security situation and is endangering the civilian population. The response of the Uribe administration has been inadequate.
